Safety, climate, healthcare, expats, noise

Hi, I'm a retired thinking about maybe moving to Mexico and looking for cities that are reasonably safe, relatively cool (no more than 85掳 F) and not terribly humid, have good, accessible healthcare, an expat community and reasonably quiet. I know, I ask a lot! Living outside the city center is fine. I'd be so grateful for any help. Thanks
